Il perchè è presto detto: nel parco Kita-Shikahama i giovani fanno troppo rumore e i residenti nelle vicinanze non riescono a dormire.

Le macchine sono sviluppate da uno scienziato americano, saranno in funzione dalle 23 alle 5 ed emettono una frequenza a 18khz, che non sarà udibile dalle persone più anziane (stando alle ricerche dello scienziato, a 20 anni dovrebbe esserci il picco di capacità uditiva dell'essere umani).

Nell'anno fiscale 2008, i vandalismi hanno causato 700,000 yen di danni (circa 5,285 euro).
